ANGOLA EX-PRESIDENT'S SON ARRESTED FOR US$1.5 BILLION CORRUPTION CASE.

Luanda, ANGOLA:
The son of Angola's former president Jose Eduardo dos Santos was taken into custody in connection with a US$1.5 billion corruption case, a state prosecutor told the AFP.

Jose Filomeno dos Santos, nicknamed Zenu, the former head of Angola’s sovereign wealth fund, Fundo Soberano de Angola (FSDEA) was in March charged with fraud over an alleged illegal transfer of $500 million while in his former position.

Another former fund manager, Angolan-Swiss businessman Jean-Claude Bastos de Morais, is also under investigation.

Jean-Claude Bastos de Morais is a Swiss-Angolan entrepreneur who has founded and led several businesses over the course of his career.
Among these are Quantum Global Group, an international investment group with a particular focus on Africa and Banco Kwanza Invest, Angola’s first investment bank. 


“Given the complexity and seriousness of the deeds and in order to guarantee an effective enquiry...the state prosecution service decided to apply a preventive detention measure to those accused” in the case, prosecutor-general Alvaro Da Silva
Joao said in a statement on Monday.

In 2013, the Sovereign Wealth Fund Instituteranked dos Santos number 26 out of the top 100 wealth fund chiefs in the world, one in “a new round of leaders managing sub-Saharan Africa’s sovereign wealth.”

Dos Santos was a former board member of Banco Kwanza Invest, an Angolan investment bank. He was appointed to the board of the $5 billion fund by his father, then president, six years ago.

After he was named in the Paradise Papers, the current president, Joao Lourenco, fired dos Santos. The former wealth fund chief was accused of investing Angola’s capital into ventures of personal interest via his friend’s firm, Quantum Global, without a competitive tender.

Dos Santos’ father, Jose Eduardo dos Santos, stepped down as his nation’s president last year after 38 years as head of state, citing no reason.

José Eduardo dos Santos  born on 28 August 1942 is an Angolan politician who served as President of Angola from 1979 to 2017. As President, José Eduardo dos Santos was also the commander in chief of the Angolan Armed Forces (FAA) and President of the People's Movement for the Liberation of Angola (MPLA), the party that has ruled Angola since it gained independence in 1975. He was the second-longest-serving president in Africa, surpassed only by President Teodoro Obiang Nguema Mbasogo of Equatorial Guinea, who took power less than two months before dos Santos.


After taking office, Lourenco swiftly began to disassemble his predecessor’s empire, removing Isabel dos Santos - the president’s daughter - from her top position at Sonangol, the state oil giant, and removing Zenu from the wealth fund. 

Angola is the second largest oil producer in Africa, with production contributing about 50 percent of the nation’s GDP and around 92 percent of its exports, according to OPEC. Despite its wealth, an estimated 48 percentof its population is classified as poor.

The country’s main opposition party, UNITA, celebrated Zenu’s detention and praised the president for “honouring his promises.”
“Angola must become a normal country...and a democratic state,” a party spokesman told the AFP.

The African nation is ranked 167 out of 180 countries in Transparency International’s 2017 Corruption Perceptions Index. The country received a score of 19 out of 100, with 0 being the most corrupt. The average score in sub-Saharan Africa is 32.

London, ENGLAND: A young British woman has become mum to a staggering 14 Tanzanian children she met after volunteering in an orphanage on her gap year. Beijing, CHINA: Chinese authorities have released regulations to ban civil servants from drinking alcohol outside their working hours to boost their work performance and improve the government’s image. The move can help state employees concentrate on their work and avoid mistakes, according to official media. It is also deemed crucial in the prevention of bribery, which often takes place during lavish, out-of-office meals that feature liquor. ZAMBIA TO BAN FOREIGNERS FROM OWNING LAND.

The government is also seeking to review existing long term leases and the land in question cannot be disposed of, sold or exchanged without prior consultation with and approval by the government. In its draft policy unveiled by Lands Minister Jean Kapata, the government hopes to regulate access to land by non-Zambians. The state wants to restrict ownership of land, both state and customary to Zambians only. If the policy is adopted, it will only provide for sub-leasing and or renting of land only by non Zambians.
